1. The Strategic Context
The Lambeth Adult Social Care Digital Innovation Strategic Framework sets out how we will embed technology as a core part of the way we deliver services to adults in Lambeth. It describes our aspirations and priorities to contribute to the successful delivery of our vision.
1.1 What is Technology Enabled Care?
Technology Enabled Care (TEC) plays a key role in being able to use technology under the Care Act 2014 to support our residents to manage their health and wellbeing in a way that prevents, or delays the need for care and support. Where care and support is needed, TEC enables the right level of support – whether this support is standalone or works alongside traditional care. TEC encompasses falls detectors, pendant alarms, apps to aid independence, and is advancing at a significant rate due to digital innovation.
1.2 The vision
Looking forward, we want to be at the forefront of digital innovation in Adult Social Care. We want to build on progress made and take full advantage of technological innovation to enhance service delivery, promote independence and provide a springboard for innovation and transformation.
The Lambeth Adult Social Care TEC Strategy sets out a commitment to enabling Lambeth residents to use existing and future technology in a proactive and preventative way to support their overall health, wellbeing and independence.
2. Strategic Aims
Theme 1
To enhance the quality of life and independence of adults receiving social care services through the strategic integration of cutting-edge technology, personalised support, and a commitment to holistic wellbeing
Objectives:
- We support / facilitate the use of universal technology to promote the person’s independence, wellbeing, and enable greater choice and accessibility to TEC.
- We will consider and evaluate the use of Alexa, Google home, smart watch and similar technologies to enhance the quality of life of adults and increase their independence as they come onto the market
- We will provide information and resources to the public, caregivers, professionals, and residents in receipt of care to maximise understanding and awareness of the benefits of technology-enabled care.
- We are committed to collaboration with technology providers, health colleagues and community groups to create a comprehensive network of support.
- We are committed to enhancing the quality of care by leveraging technology for: accurate monitoring, reduction in detected and undetected falls, reduced hospital admissions, timely interventions, and improved communication among care teams, family and friends and within adult social care.
Theme 2
To increase the use of proactive, predictive and preventative alerting in Technology Enabled Care
Objectives:
- Remote monitoring: observation of patterns and trends that support prevention and early detection of changes or deterioration in a person’s condition / behaviour to support health and wellbeing.
- We will consider our link with Telehealth and how we work within the wider system to achieve good outcomes for our residents.
Theme 3
Encourage the innovative use of technology in adult social care through research, development, and testing of emerging technologies.
Objectives:
- Improve the use in adult social care of data gathered by technology linked to community alarm service.
- Think about how adult social care teams interact with the data; and access the data to plan, review and to optimise car

3. Action Plan: Use of Technology Enabled Care in Adult Social Care
Theme 1
To enhance the quality of life and independence of adults receiving social care services through the strategic integration of cutting-edge technology, personalised support, and a commitment to holistic wellbeing
